Leigh Edward Foxley, 43, a level 3 sex offender, has registered with Snohomish County Sheriff’s office stating that he has moved into the City of Lake Stevens.
Foxley has reported that he will be living on the 12400 block of 10th Street NE, which lies within The Reserve neighborhood.
The Snohomish County Sheriff’s office will be holding a community meeting on Tuesday, Sept. 1 from 7 p.m. to 8:30 p.m. at Lake Stevens High School in the Performing Arts Center auditorium.
The community meeting will be lead by the Snohomish County Sheriff’s office and will give residents information to promote awareness and safety.
According to official documents, Foxley was convicted in Snohomish County in 1988 of three counts of Rape in the first degree While Armed with a Deadly Weapon and Attempted Kidnapping in the first degree While Armed with a Deadly Weapon.
In King County in 1988, he was convicted of Attempted Rape in the First Degree while Armed with a Deadly Weapon, and Kidnapping in the First Degree while Armed with a Deadly Weapon.
The victims of his crimes ranged in age from 15 to 46 years old.
Foxley was released from jail in August 2007 after serving a 350-month sentence and completing sex offender treatment.
The sheriff’s office wants to make it clear that Foxley has completed his prison sentence and help the community be aware of what a level 3 classification means.
“Their previous criminal history places them in a
classification level, which reflects the potential to reoffend. The sex
offender has served the sentence imposed on him by the courts,” they said in a
statement.
